I would like to provide you with my observation/comment on the Executive
Summary of your "Report".
In general I do agree with the line of thinking, objectives and the
conclusions as expressed in the Report. I have no difficulty in supporting
the outcome/conclusions of the your report.
However, I still have a couple of points/questions that I would like to seek
further clarifications from you. These two points are as follows:
a) Page 2, the Executive Summary states that:
"...MSPs promise a more inclusive and pragmatic form of the policy
formulation. However, MSPs also lack any formal authority for
decision-making."
I agree with the first sentence, but for the second one, does this sentence
imply that your team wants MSP to have a formal authority for
decision-making? In my view MSP could provide a good forum or better form of
policy formulation but it may be very difficult, in practice, to talk about
a "formal" authority for decision-making.
b) Page 9,
"...The Bank failed to embrace the WCD's package of recommendations,
demonstrate that it did not have a sense of accountability to the process
and outcomes."
I am not sure whether this is a fair statement to state that the Bank 'did
not have a sense of accountability'or not. Do you expect the Bank, or
anybody for that matter, to endorse or subscribe to "all" recommendations of
the WCD report? In my view the WCD Report may provides many good
recommendations but these recommendations could also be seen as a "good
"guideline only. In my view, these recommendations need not to be accepted
by everybody since one may see that not all of them are practical or
implementable.
